Public Partnerships LLC (PPL), the statewide fiscal intermediary for CDPAP, helps you understand how CDPAP works, and we support you in directing your care if you qualify and decide CDPAP is right for you.

Is CDPAP Right for You?
If you’re Medicaid-eligible and in need of home care,
CDPAP might be right for you.
You May Qualify If You:
- Are already receiving Medicaid benefits
- Have a need for home care services, including assistance with daily living activities or skilled nursing

What is the Difference between CDPAP and PCS?

Who Can Be a Caregiver?
Choose Someone Who Knows You Best
With CDPAP, you pick the caregiver who fits your needs, whether it’s a family member, friend, or someone else you trust (excluding spouses or parents/legal guardians of individuals younger than 21).
CDPAP Personal Assistant (Caregiver) Requirements:
- Must be at least 18 years old.
- Must have a valid Social Security Number.
- Must be allowed to work in the U.S.
- Cannot be a parent or a guardian of a consumer who is under the age of 21.
- Cannot be the consumer’s spouse.
- Cannot be the consumer’s designated representative.
